The objective formulated above is that of the first stage which is limited to 3 years. The second stage will be mainly oriented towards the implementation of national strategic plans. To achieve this objective, the following actions will need to be taken:
Sub-regional level: 1- Make operational the Inter-State Center for Higher Education in Public Health in Central Africa (CIESPAC), for the implementation of the DOUALA recommendations in terms of training; 2- Set up a supra-regional information system (observatory) common to the countries of Central Africa; 3- Organize consultation frameworks for stakeholders in the development of human resources in health in Central Africa. At the country level 1- Set up national multisectoral committees for the promotion of human resources in health; 2- Strengthen the capacities of the national human resources departments of Central African countries; 3- Develop national strategic plans for the development of human resources in health.
Partnership: To achieve this, the Executive Secretariat of OCEAC continues to develop an all-out partnership in order to take advantage of the opportunities offered by international health cooperation. This partnership is moving in two directions:
1- The mobilization of resources, especially financial and human;
2- Technical and scientific cooperation within the framework of joint research and public health projects.
This partnership is directed towards the following institutions: WHO, IRD, AMP, Nancy School of Public Health, University of Kansas, NEPAD, ECCAS, UNAIDS, the German Government, the French Cooperation, Roll Back Malaria, EU (EDCTP), IOM, ISSEA, AU (PATTEC), etc.
